Upgrade policy
When you upgrade to a higher plan, the change applies immediately and you are charged the prorated difference.
Downgrade policy
When you downgrade, the new plan starts on your next bill. Your forms and data are kept; features above the new limits are locked until you upgrade again.

Yes. The free plan is free forever, with 100 responses per month, 3 forms and the full widget, link and embed experience. No credit card is required.
A response is one conversation between a visitor and your form. Completed responses count toward your monthly limit, and incomplete ones count too when partial-response notifications are on.
Yes. Upgrades are prorated and take effect immediately; downgrades take effect on your next bill. Your billing date does not change.
Forms keep collecting responses, but responses over your monthly limit are hidden until you upgrade. If you reach the forms or workspaces limit, existing ones keep working and you simply cannot create new ones.
